  18. <p>     Eight months after Operation Just Cause sent U.S. troops
  19. into Panama to overthrow General Manuel Noriega, the government
  20. of President Guillermo Endara seemed to be on the verge of
  21. imploding. A wave of murders, muggings and robberies spread
  22. through Panama City last week, while the quibbling among Endara
  23. and his two Vice Presidents reached new levels.
  24. </p>
  25. <p>     State Department officials are concerned about the fate of
  26. the government, but right now the Bush Administration would
  27. like Panama's leaders to stop their squabbling and take aim at
  28. such pressing problems as unemployment. During the Noriega
  29. crisis, analysts said toppling the dictator would be easy
  30. compared with creating a stable government. Now they are seeing
  31. how right they were.
